Eugene, You Genius: You need to read below for an amazing result in today's selection of Spring 2009 Arbitron diary dispatches. All figures are 12+, Monday-Sunday, 6am-midnight, with stations rankings in parentheses where applicable. Salt Lake City and Indianapolis are subscriber-only markets and were not available for publication at press time.
- Kansas City: Wilks' KFKF advanced 5.2-5.4 (4-3). In a battle for the No. 2 Country position, Wilks' co-owned KBEQ retreated 3.7-3.4 (12t-11t), but stayed ahead of Entercom's WDAF, which also slipped, 3.7-3.2 (12t-13t).
- Las Vegas: In its best book in years, Beasley's KCYE rose 2.3-3.7 (16-10) and moved past Clear Channel's KWNR, which held steady at a 3.6 (9-11).
- Birmingham: Cox's WZZK drifted 7.4-7.3 (3-3), while CC's WDXB stepped up 4.6-5.3 (8-5). Cox's WNCB was level at a 1.6 (16-16).
- Honolulu: Salem's KHCM-FM fell 2.3-1.5 (18-20).
- Lexington, KY: CC's market leader WBUL dipped 9.3-8.9, but is still No. 1 by nearly two shares. Cumulus' WLXX declined 7.8-7.2 (2-2), while Wallingford's WCYO/Richmond, KY gained 1.3-1.9 (15-15).
- Huntsville, AL: In its best book in a year, CC's market champ WDRM improved 10.5-12.2 (1-1), widening its lead by more than five shares. Abercrombie's Classic Country WQAH declined 4.8-3.9 (9-11), but still topped Spring '08's 3.0. Cumulus' WWFF was off 2.1-1.3 (14-14).
- Ft. Collins, CO: Regent's top-rated KUAD eased 7.6-7.5 (1-1), but beat Spring '08's 6.7. In its first book in this metro, Wilks' KWOF/Denver debuted with a 1.5 (16t); CC's KXBG slipped 1.4-1.1 (20-22t), tied with Lincoln Financial's KYGO/Denver, 1.8-1.1 (17-22t).
- Fayetteville, AR: CC's market leader KKIX rose 10.2-10.9 (1-1) to its best book in 18 months. Also posting its strongest figures over that period of time was Cumulus' Classic Country KAMO, rising 3.1-3.8 (12-9).
- Salisbury, MD: CC's WWFG experienced its first down book in two years, falling 10.8-7.4 (1-3). Delmarva's WKTT (formerly WICO) debuted with a 4.2 (8). CC's WDSD/Wilmington, DE stepped up 0.8-1.2 (23-18).
- Eugene, OR: In what could be the ratings story of the year, McKenzie River's metro leader KKNU exploded 9.3-17.6, expanding its three-share lead to 11. Need we say it was by far its best book in years?
- Savannah, GA: Congrats to new market leader, Cumulus' WJCL, which jumped 6.5-8.0 (3-1) in its best survey in almost five years. Triad's WGZR/Hilton Head, SC shifted 2.4-2.3 (16t-15).

It's A Love Story: Big Machine's Taylor Swift has been cast in the ensemble romantic comedy Valentine's Day opposite Twilight's Taylor Lautner. Swift shot her part yesterday (7/30) for the Gary Marshall film, which is about five intertwining stories on Valentine's Day. According to Variety, other actors confirmed for the project are Julia Roberts, Anne Hathaway, Jessica Alba, Jennifer Garner, Ashton Kutcher and Bradley Cooper.

Blame It On The Rain: Due to inclement weather last night (7/30), Toby Keith has postponed his Memphis stop at Snowden Grove Amphitheatre to Sept. 16, with Trace Adkins opening. According to Memphis' WMC-TV, severe storms and at least one confirmed tornado damaged several businesses in the area. There are no reported injuries.

The $139 Million Question: In a brief analysis by the Congressional Budget Office of the proposed Performance Rights Act (H.R. 848), the CBO says the total cost of new performance royalties to commercial stations from the bill "could be substantial." While small stations could elect to pay a flat rate based on revenues, about 1,800 stations gross at least $1.25 million and would be subject to rates set by the Copyright Royalty Judges if private negotiations fail. However, the report says, "Because royalty fees have not been established and because such fees could cause some broadcasters to shift their programming from music to other formats, CBO cannot determine whether the aggregate cost of complying with the mandate would exceed the annual threshold for private-sector mandates [broadcaster fees]." That figure for 2009 is $139 million. There are now 245 House members and 20 senators who have signed a resolution against the bill, which will go to a Senate committee hearing next Tuesday.
